NLA Conducts Partial on-site Inspection of Blue Star 5/90 ball draw room in Paynesville

The management of the National Lottery Authority (NLA) through its Deputy Director General for Administration (DDGA), Hon. Ennish L. Fahnbulleh, the Director for Lotto Games, Prince Suah and other officials of the NLA have concluded a partial on-site inspection of the Blue Star High Tech Liberia Limited draw room facility located in Paynesville as part of ongoing efforts to ensure compliance with regulatory standards governing gaming operations in Liberia. The inspection which was carried out earlier Wednesday morning, October, 15, 2025, focused on reviewing key operational aspects of the facility, including its equipment and the draw room, security protocols, and adherence to responsible gaming practices.


Blue Star High Tech Liberia Limited was duly contracted in February, 2025 by the Government of Liberia through the National Lottery Authority (NLA) to run the 5/90 Ball Lotto Games in Liberia following competitive International Bidding Process. While the initial findings indicate that Blue Star High Tech Liberia Limited has met several of the Authority’s basic requirements, the NLA has described the visit as “partial,” noting that a comprehensive inspection is still pending upon the arrival of its Director General in country, Hon. Peter L. Solo. According to Hon. Fahnbulleh, the company has demonstrated its willingness to comply, noting a comprehensive assessment will be conducted to officially satisfy the full-scale operations of Blue Star High Tech upon the arrival of the Director General in country anytime soon.
Speaking to journalists during the inspection, Hon. Fahnbulleh noted that beyond regulation and revenue generation, the NLA is deeply concerned with ensuring that licensed lottery and gaming facilities are also creating sustainable employment opportunities for Liberians, emphasizing the importance of job creation.


“We are not just here to inspect for compliance, we are also looking at how these operations will contribute to the local economy by providing decent jobs for our people, especially the youth.” Hon. Fahnbulleh averred.

At the same time, the Director for Lotto Games at the NLA, Mr. Prince Suah has urged the Management of the Bule Star Lotto Games to be cautious and be cognizant in disallowing underaged children or juvenile from playing the game. During the inspection, the Chief Executive Officer (CEO) of the Blue Star Company and the 5/90 ball games, Mr. Clement Adu Sarpong acknowledged that efforts have already been made by the management of the Blue Star 5/90 facility, highlighting that several Liberians are currently employed at the venue in various roles. However, he stressed that more can still be done to deepen community impact. According to Blue Star CEO, the 5/90 ball lotto games is expected to commence in early November of 2025.


The partial inspection comes amid a broader crackdown on unauthorized or noncompliant lottery and gaming facilities across the country, as the NLA steps up efforts to enforce its regulatory mandate.
